The Certificate of Achievement for Excellence in Financial Reporting has been awarded to the City of Georgetown for its comprehensive annual financial report by the Government Finance Officers Association.
Georgetown Finance Director Jessica H. Miller was notified that the City of Georgetown Finance Department's comprehensive annual financial report for the past fiscal year qualifies for the award.
"The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management," said Stephen J. Gauthier, director of the Government Finance Officers Association.
Entries are judged by an impartial panel to meet the standards of the program including demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the financial report.
The Government Finance Officers Association is a non-profit, professional association serving approximately 17,000 government finance professionals with offices in Chicago and Washington, D.C.

The award is only for format, not content. It does not tell whether the numbers are correct, only that they are reported in a uniform way, in categories as recommended by the lobbying group for those whose job it is to account for government money. It does not answer questions about whether money has been pocketed or used for personal expenses. It tells nothing about the other traditional areas of corruption--bid rigging, contract steering, kickbacks, nepotism (in hiring or purchasing) and the like. It cannot. Those occur off the books.
