Carville was the principal strategist for Bill Clinton's victorious campaign that year. The banner read: "It's the economy, stupid!" The purpose of the banner was to focus everyone in the campaign on the core issue that would make, then Governor Clinton successful in his race against George H.W. Bush. It worked.
