Report: CBHS ROTC instructor caught on video allegedly assaulting student
A Carvers Bay High School ROTC instructor is accused of assaulting a student and authorities say the incident was caught on tape.
Philip Welsh, 47, is charged with Assault and Battery 3rd Degree because of an incident investigators say took place Wednesday.
An incident report identifies the alleged victim as a 17-year-old male student who is a member of the school’s ROTC program.
The student told the school’s resource officer the incident took place in the gym where he was being punished for wearing an earring while he was in uniform.
The teen said while he was doing exercises he was forced to do as punishment, Welsh walked over to him and told him to do more exercises.
The student said he told Welsh he was tired and need a minute break.
That is when Welsh allegedly walked over and “slapped him on his chest and grabbed his shirt around the front collar area,” the report states.
Welsh also reportedly yelled at the teen saying “don’t disrespect the uniform. People died for that uniform you have on.”
The teen said Welsh then attempted to put in an “arm bar” but that is when the alleged victim pulled away from Welsh and grabbed Welsh by the neck in an effort to escape.
“After a few minutes of struggling with each other, the victim stated he was thrown to the floor and then got up to walk to the office area,” the report states.
The teen admitted he used “foul language” towards Welsh but said he did so because he was angry over what was happening to him.
The SRO and Principal Richard Neal watched video from the classroom’s security camera.
“It does show [Welsh] throw [the alleged victim] to the ground after he attempted to put him in an arm bar,” the report states. “He was also put in a choke hold position.”
The report does not indicate if the video contained any audio from the classroom.
The report states “at no point did any instructor call an administrator or [the SRO] for any purpose to come to the gym to remove any student before the incident took place.”
The teen said hew did not have any injuries and refused medical attention that was offered.
The teen’s mother responded to the school and said she did want to press charges.
Welsh has also been placed on administrative leave.
