Rezoning requests run into trouble at County Council meeting
Rezoning requests on both sides of the bridges that faced opposition from neighbors did not get approved by County Council at its meeting on Tuesday night.
A request to rezone two parcels on Highmarket Street near Amelia Drive in the Graves Station community from “neighborhood commercial” to “general commercial” was denied after a group of about 50 people expressed their opposition to the plan.
County staff recommended the rezoning but the Planning Commission voted 5-0 to recommend Council deny the request.
After the vote, somebody in the audience said “thank you Jesus.”
Council will vote one more time on the ordinance.
An ordinance to rezone 21,408 feet on U.S. Highway 17 near Browns Pelican Loop in Pawleys Island from “general residential” to “neighborhood commercial” was deferred after Council member Bob Anderson said he had negative feedback about the plan and wanted to study it more.
During public comment at the beginning of the meeting, a resident told Council the entire neighborhood was against the rezoning. He said residents feared that when the new median on Highway 17 was built, more drivers would use Brown Pelican.
County Planning Director Boyd Johnson said the Future Land Use Map shows the parcel as “commercial,” and staff and the Planning Commission recommended the rezoning.
In other business
• As reported in Wednesday’s Georgetown Times, Coast RTA finally got a letter of support from County Council to seek a federal grant to buy a ferry for Sandy Island.
Two previous attempts had been denied by a vote of 4-3, with Council members Anderson, Jerry Oakley, Austin Beard and Ron Charlton voting no. On Tuesday, Beard and Charlton changed their votes and supported the letter.
Coast RTA and the Waccamaw Transit Authority are trying to get a USDA Rural Development Grant to help pay for a ferry to and from the island, which is only accessible by boat.
• County Council gave final approval to changing the Future Land Use Map to redesignate 2.8 acres on Murrells Inlet Road near Macklen Road from “transitional” to “high density residential.”
Council then approved rezoning the parcel from “general commercial” to “resort residential.”
The owner of the property wants to combine 11 lots on the parcel and turn them into a 16-lot subdivision.
• The county will buy a new ambulance from Frazer Ltd. The new vehicle will replace one with the highest mileage of the county’s fleet.
The new ambulance will cost no more than $178,075. The money comes from the county’s Capital Equipment Replacement Plan.
• Stone Construction of Andrews will build a new taxiway at Andrews Airport.
Stone’s bid of $140,155 was the lowest of the six received by the county. The other bidders were: L&L Contractors of Andrews, Palmetto Corp. of Conway, Green Wave Contracting of Georgetown, A.O. Hardee and Son of Little River, and Southern Asphalt of Conway.
• BlueScope Construction of Rainsville, Ala., will build and deliver a metal building for the county’s fleet maintenance facility.
The total cost is $136,249.
• Council approved the first appointments to the board of the newly formed Alliance for Economic Development for Georgetown County.
The new members are: Ted Quantz, Herbert Dennison, Fred Sumter, Donald Godwin and Walter Johnson.
They will all serve three-year terms.
Other appointments approved were: Will Dieter to the Tourism Management Commission; Vera Kirkland to the Assessment Appeals Board; and Freddie Hill to the Planning Commission.
Reappointments approved were: Matthew Giltmier, Lou Lachicotte, Drew Streett, David Teems and Robert Serganti to the Tourism Management Commission; Thomas Barrineau to the Historical Commission; William Gaskins and Ann Chandler to the Library Board; Victor Lance to the Alcohol and Drug Abuse Commission; Robert Barrineau to the Assessment Appeals Board; and Bob Metzler to the Fire District 1 board.
Council chairman Johnny Morant and Council members Lillie Jean Johnson, Austin Beard, Jerry Oakley, Bob Anderson, Ron Charlton and Leona Myers-Miller were in attendance at the meeting.
